For a staff to be able to put a plan such as this into affect, numerous factors need to be in their favor. Help from the state, the county office of education, the district, and the school staff would be needed in order to:
Modify schedules and loads to allow for teaching and mentoring
Provide money for incentives and for teachers doing the training
Provide the technology, a technology plan, and technology support
Put a requirement on credentialing and professional development that addresses technology competency levels

One possible outline for Staff Development Progress
Reinforce Level I Competencies
- Model desired skills at staff meetings and through printed media
- Provide regular feedback and encouragement throughout the year
Develop Level II Competencies
- Model Desired Skills at Staff Meetings and Through Printed Media
- Provide regular feedback and encouragement throughout the year
- Purchase a CTAP Online license for the staff and encourage participation – Investigate options for offering stipends
- Provide after-school courses for at least three competencies (i.e. Multimedia, Record Keeping, Web Page Development, etc.) – with choice of stipend or career increment
- Provide technology training during teacher curriculum development day prior to opening of new school year – with choice of at least two class options.
- Provide positive reinforcement for technology integration
- Announcements in daily bulletin of select examples of staff work
- Display examples of actual and sample applications in staff room
- Provide completion certificates for coursework – that can be placed in permanent personnel files
- Personal verbal reinforcement on a regular basis
- Personal written reinforcement on a regular basis
- Consider a monthly Technology Integration Achievement Award for staff members – at least include a certificate and research options for material rewards (donations from the community or stipends)
- Develop a technology resource web page (find a server to host it) for staff use
- Encourage administration (on site and District Superintendent) to encourage inclusion of technology into daily curriculum – and commend teachers who follow through with it
